Summary:
The Facilities Planning & Construction Project Manager is responsible for managing the planning and implementation of the district’s capital planning and construction projects. In this role, the Facilities Planning & Construction Project Manager must be able to effectively track projects, collaborate with multiple stakeholders, and make decisions related to project scope, schedule and budget. The essential function of the position is to ensure the planning and implementation of facilities projects at North St. Paul-Maplewood-Oakdale Schools are in accordance with policies, procedures, guidelines, and laws.
Essential Duties & Responsibilities:
– Assists with, and at times leads, the effective and efficient delivery of district wide capital planning, environmental health & safety, and construction projects.
– Provides project communications with clear and timely information to ensure transparency of planning, construction and safety work.
– Attends community, city, county and state meetings as required for project approval and/or compliance.
– Collaborates and communicates with district and building administrators on planning, construction and safety efforts.
– Assists with the planning, coordination, and implementation of district furniture.
– Collaborates with the Facilities Operations Department to identify districtwide health & safety and deferred maintenance needs.
– Responsible for understanding the layout, infrastructure, and operations of the district’s buildings and sites.
– In conjunction with district consultants, responsible for observing building and grounds systems and components for the purpose of identifying necessary replacements, modifications, renovations and/or health & safety issues.
– Updates district planning documents (e.g. FCA-Facilities Condition Assessment), in conjunction with district consultants.
– Develops design scope, budget and schedule for projects under the direction of the department supervisor and in conjunction with district consultants.
– Assists with the planning and prioritization of the district’s short and long term capital planning needs.
– Assists with the development and implementation of the district’s Long Term Facilities Maintenance (LTFM) 10-year plan.
– Collaborates with the Purchasing Office on the procurement of consultants, services, and project construction.
– Proactively manages individual projects by tracking schedules, scope of work, and budgets to ensure completion of required projects on time and on budget.
– Observe construction of district buildings and monitor project quality control and conformance to project objectives.
– Act as the district’s owner’s representative at planning and construction meetings.
– Together with district consultants and contractors, close out construction contracts on a timely basis per State Statute.
– Assist the Finance Department with facilities planning and construction requests from the external auditors.
– Maintain active membership(s) in relevant professional organization(s).
– Perform other duties as assigned.

Required Qualifications:
– Bachelor’s Degree in Architecture, Engineering, Construction Management, Facilities Management, or a related field.
– Three years of project planning & construction experience.
Preferred Qualifications:
– Two years of experience working in the field of, or on projects of, public K-12 schools’ planning & construction.
– Two years of capital planning experience.
– Licensed architect or engineer.
